경기도 고양시 덕양구 능곡역과 송추과 일영역.

그리고 벽제역 의정부역을 잇는 한국철도공사의 철도 노선이다.

2004년 4월 1일 통일호 열차 폐지, KTX 고속철도 개통과 동시에 정기 여객 열차 영업이 중지되었다.

벽제·일영·장흥·송추역 등은 자연 경관이 매우 빼어나서 관광객이 많이 찾던 곳이었다.

노선의 길이는 31.8 km이며 개통 당시에는 능의선으로 불렸다.

2004년 운행이 중단된 경기북부 교외선에 배터리 충전으로 운행하는 '무가선 트램(노면전차)'을 도입해 관광을 활성화하자는 의견이 나왔다.

무가선 트램은 열차에 탑재한 2차 전지를 주동력으로 전기선 없이 주행하는 첨단교통시스템이다. 

1회 충전으로 25~35㎞ 운행이 가능한 무가선 트램은 능곡역과 의정부역을 연결하는 31.9㎞의 교외선 구간을 운행하는데 문제가 없다고 보고 있다.

기존 교외선 선로를 활용해 무가선 트램을 운행하면 운영비용을 최소화할 수 있기 때문에 빠른 시일 내에 재개통이 가능하다는 것이다.

교외선 운행재개를 통해 고양시·양시·의정부시를 철도로 연결하고 관광객을 적극 유치하면 침체된 지역경제 활성화에 많은 도움이 될 것이라는 보고 있다.

교외선 운행이 재개될 경우 하루 이용객은 1만7천 명 수준에 이를 것으로 전망되었다.

의정부역·송추역·장흥역·일영역·벽제역·3호선 대정역·능곡역을 거쳐, 은평구, 3호선 대곡역·구파발역까지 이어질 것으로 보고 있다.
